Jersey Village City Council has proposed building a new Clubhouse for the city-owned Jersey Meadows Golf Course over the past several years multiple times. Each time they have spent tens of thousands of dollars for design work in various configurations. And each time they have had sticker shock with the actual construction bids they received from contractors. JVCC is going through the design process again with another design approach and has signed a contract with FGMARCHITECTS with a conceptual project budget of $5,537,771. This is either the third or fourth time that the City Council has gone through this process in recent years without a shovel in the ground and without ever presenting any of the projects to the voters for their approval. The actual total cost for all of the designs so far is not available at this time, but it is not a small amount.
At this point in the current project, Jersey Village City Council has no plans to submit it to the voters for their approval to move forward with the project. Their plan is to sign a contract with a builder without voter approval and pay for the project with the Surplus Funds that they have accumulated over the years by setting property tax rates higher than required each year. JVCC has stated that if they present this project to the voters, the voters may vote NO, and then they may be restricted on how much they can spend at the golf course. This was their plan for building a new city hall within the Village Center where they were going to spend $11.5 million without voter approval even after a Petition with 900 signatures was submitted to City Council prior to the May 2021 election.
