On Monday 2/21, the City agreed to enter into a Letter of Intent with KHJR Real Estate Advisory Services, LLC concerning the potential development of “Village Center”.

At that point – KHJR’s website (Khjrrealestate.com) highlighted four “Featured Projects”: Union Village (Henderson, Nevada), Lancaster Medical Mile (Lancaster, California), Lake View (Conroe, Texas), and Patriot Hills (Patriot Hills, Texas).

On Tuesday 2/22, this afternoon, I spoke to Michelle Soderburg, Vice-President at Colliers International, and an investor in LakeViewCentral in Cornoe (www.LakeViewCentral.com). Ms. Soderburg said she was unfamiliar with KHJR, then she told me that KHJR has no involvement with the LakeViewCentral development in Conroe. When she looked up KHJR’s website, she was quite surprised to see that KHJR had (without permission) put LakeViewCentral’s promo video on KHJR’s website and had deleted the intro with Colliers.

Look at the two websites – and see for yourself. (both websites were viewed at that point on 2/22/22)

The previous developer Collaborate, proved itself incapable of performing.
What due diligence has the City performed on KHJR?

This raises some serious questions that need answers:
Is KHJR the right choice for JV?
Should JV retain KHJR to develop Village Center?
Has KHJR successfully completed similar mixed-use projects?

Consider what occurred after those comments were posted on Facebook:

On Monday 2/21, JV Council authorized a Letter of Intent with KHJR for Village Center. On Tuesday, KHJR’s website showed four “Featured Projects”: including LakeView Central (Conroe) and Patriot Hills (Dallas area).

By Thursday, KHJR deleted these two “Featured Projects” from its website, and deleted “Conroe” and “Dallas” from its “Locations” list.
Did KHJR ever have an interest in those “Featured Projects” posted on its website?
Why would Lakeview Central’s lead developer say, “I had never even heard of KHJR before [Tuesday]”?
Why would the Mayor claim, “KHJR is handling the health care portion of that [Lakeview] development”?
Where did the Mayor and City Manager get their information? – From KHJR?
Did the City perform due diligence on KHJR?
Did anyone investigate KHJR’s experience and track record?
Why did KHJR claim (at least until Thursday afternoon) it has these two significant projects in Texas?
Why did KHJR delete these Texas projects from its website?

KHJR (a Nevada LLC) has never even registered with the Secretary of State to conduct business in Texas.
How did the City find KHJR?

Was it through Collaborate?
Is KHJR the right choice for JV?
